Well, based on this video there is little reason to go back to Vicky 3. The legistlative process is still a massive RNG shit fiesta. It completely kills the enjoyement of playing nations like Japan, which are more focused on internal development rather than expansive imperialism. The journey of turning this backwards feudal society into one of worlds leading industrial power should be fascinating, but instead it boils down to "Please RN-Jesus, bless my 4th attempt at passing this vital law" about 20 times.

Playing japan in victoria 3 is basically Shogun 2: Total War Fall of The Samurai.

How was he gifted that crazy enactment chance for the army reform, I have everything at 17% and keep failing. can't pass anything. stall stall stall, samurai take the popularity hits so the shogunate just gets stronger and passing anything goes to like 10% chance.
